Remarks

The browser client strips quotes, but it is not the only possible caller, and ListParts echoes ETags straight from S3 in their quoted form. Leaving both shapes in play meant a signer built against one of them could mis-compare parts or emit a quoted ETag on completion - accepted by AWS, rejected by several S3-compatible services (MinIO, R2).
